I had already had my business for a year when we (another VA and I) succeeded in bringing the MSVA training to Fort Gordon. I attended the training mainly for two reasons: I wanted to have access to the MSVA RFPs and I wanted to network. 

I, too, was surprised that there wasn't more interest. This was a few years ago and the industry was still quite new. My guess is that the training wasn't promoted well or the spouses didn't understand what a VA was.
